A total of  120,019 Hoosiers have tested presumptively positive for COVID-19 – a number that includes results from ISDH and results submitted by private laboratories. September 24

Citing reduced rate of positivity and hospitalizations from COVID-19, Governor Eric Holcome issued an executive order [PDF] moving the state to Phase 5 of the Back On Track Indiana plan. All businesses my reopen and operate beginning Sept. 26. The Governor maintained the face covering mandate (with a few exemptions) as well as the requirement to adhere to social distancing requirements. The executive order instructs all businesses to “develop a plan to implement measures and institute safeguards to ensure a safe environment for their employees, customers, clients, and members.”  Once again, Governor Holcomb’s order allows political or county subdivisions to impose more stringent requirements.

Governor Holcomb also signed an executive order extending the public health emergency that was set to expire Oct. The new expiration date is Nov. 1. [PDF]

According to the Johns Hopkins Coronavirus Resource Center, 188,400 Americans have died from COVID-19 since March. September 5

The nation’s top infectious disease expert warned residents of Midwestern states, including Indiana, not to be “careless” during the Labor Day weekend.  Bloomberg News reports that Dr. Anthony Fauci, the director of the National Institute of Allergy and Infectious Diseases, joined vice-president Mike Pence in a phone call to the nation’s governors earlier this week. “If we’re careless about it, then we could wind up with a surge following Labor Day,” Fauci said in the call. “It really depends on how we behave as a country.”

A federal eviction moratorium issued by the Centers for Disease Control (CDC) takes effect today, extending protections to tens of millions of renters at risk of eviction for nonpayment of rent during the global pandemic. September 3

According to the U.S. Census Bureau, 1,809 single-family building permits were pulled in Indiana during July. While the number is down 1% from June of 2020, number of permits pulled in July are up 19% from the 1,521 permits pulled in July, 2019. In a statement, Indiana Builders Association CEO Rick Wajda called the July rebound in single-family permits “unprecedented.” “Housing demands, supported by low interest rates and a new consumer focus on home functionality, are taking center stage,” he said. Wadjda noted that the current lumber shortage affects housing prices.

September 2

Citing its authority under Section 361 of the Public Health Service Act, the U.S. Centers for Disease Control and Prevention (CDC) has issued an order [PDF] to temporarily halt residential evictions. Aimed to prevent the spread of COVID-19 the measure covers all renters in the U.S. below a certain income level (individuals who expect to earn less than $99,000 this year and joint filers expecting to earn less than $198,000). The Hoosier Housing Needs Coalition (HHNC) has advocated for an extension of Indiana’s eviction and foreclosure moratoria that expired August 14.

According to Andrew Bradley, policy director for Prosperity Indiana, a HHNC member, details about the order are still emerging. “We’re waiting to hear from legal aid partners about what this will mean for the evictions that were already filed since Indiana’s moratorium ended.” He said that preliminary data from county courts suggests that eviction filings have increased 200-300% since the moratorium’s end compared to this time last year. “Because the CDC moratorium includes no new aid, we agree with National Low Income Housing Coalition that this half-measure simply delays the eviction cliff that up to 313,000 Hoosier households were beginning to face. It delays, not ends, the multiple eviction waves Hoosiers will face due to the pandemic.”

Bradley said Coalition members equate housing with public health, and that policy solutions are needed to solve the housing crisis. “We need a Housing Stability policy plan for response and recovery, including taking another look at how the state is allocating CARES Act resources that could be used to add to the recently-shuttered Rental Assistance Program, as well as the Coalition’s recommendation that the Governor appoint a Housing Stability Task Force that includes housing providers, renters, legal aid, and experts in the connections between public health and housing to advise the state on a housing recovery policy plan.”

September 1

On March 6, Governor Eric Holcomb declared a public health emergency in an executive order. Given the severity of the pandemic, he has extended the order multiple times. The most recent extension  was set to expire tomorrow but a new executive order [PDF] has further extended the disaster declaration until October 2, 2020. At his August 26 weekly briefing, Governor Eric Holcomb announced that the state will remain in Stage 4.5 of the Back on Track plan and that the statewide mask mandate will continue an additional 30 days.
